A Cyber-resilient Society – promoting the Human Factor in Cybercrime

Abstract

It is the mission of the German ‘Agentur für Innovation in der Cybersicherheit’ (Cyberagentur) to tender disruptive fundamental research projects in the field of cybersecurity and related key technologies. The Cyberagentur is organized as an in-house company of the federal government under the joint leadership of the Federal Ministry of Defense and the Federal Ministry of the Interior.
The ‘Secure Society’ department is part of the “Research and Innovation” division. Its sub-department ‘Cyber-resilient Society’ (CyResS) identifies future research topics in the sociotechnical sciences. It thereby focuses on the human factor in cybercrime and cybersecurity aiming to understand cybercrime not only from a merely technical perspective but rather include findings of criminology, ethics, law, sociology, psychology, and other disciplines. CyResS aims to strengthen criminological cybersecurity research to anticipate legislative needs, design courses of action, empower law enforcement agencies and develop measures to support cybersecurity and counter cybercrime.
A recently tendered project focuses on future cybercrime by identifying patterns to forecast national and cross-border developments in the field of cybercrime. The project is intended to identify needs for further research and promote the development of tools and options for action.
