Policing in times of war

Abstract

We present the results of the “Security and Trust” survey conducted in the city of Kharkiv on a regular basis since 2013. This project is aimed at: 1) measuring the key indicators of the effectiveness of law enforcement agencies of Kharkiv region from the public's point of view (measurement of the level of public trust in law enforcement agencies, perception of the level of crime, the effectiveness of the tasks assigned to the police and behavioral markers that reflect the assessment of the state of ensuring public safety and order); 2) defining the key problems of law enforcement at the local level and the expectations of local residents from law enforcement agencies (targeting the work of law enforcement agencies) with the aim of implementing the principles of Community Policing and the problem-oriented model of police activity in the work of practical units of the National Police on the ground. The research method is web survey. In 2022, the research will be extended to the territory of other regions of Ukraine. A monograph based on research results is published annually, presented to representatives of relevant state authorities and local administration, as well as to the general public and mass media. Our results show that in the eastern regions criminality during the war-time decreased, except war-related and drug related crimes, and most acute problems related to law enforcement and expectations from local police remains relatively the same as in pre-war period.
