Evaluation of an Enhanced Domestic Violence Services Program

Abstract

The current study is an evaluation of a state-wide domestic violence (DV) intervention program. The DV intervention program aimed to more accurately identify and address DV in child welfare cases by administering the Danger Assessment and the HITS (Hurt, Insult, Threaten, Screen), and offering tailored clinical services to clients experiencing DV. To conduct the evaluation, we utilized a mixed-methods research design comprised of quantitative secondary program data and qualitative interview data with clinicians. Results of the quantitative analysis indicate that DV was present in a large portion of child welfare cases, with over a third having a verified DV-related maltreatment identified. However, the impacts of the new intervention program on child removal, permanency, and well-being were complicated by implementation challenges. Implementation challenges were also reflected in discussions with clinicians. Despite these challenges, clinicians emphasized the importance of utilizing these tools to enhance the case workers understanding of the client’s situation and improve client well-being. Recommendations are discussed for future program implementation.
