Studies of crime clearance have traditionally relied on official police data and often overlook crucial issues, such as the large decreases in clearance rates over time, victim perceptions of case resolution, and evolving police arrest practices. Our panel introduces and investigates innovative methodologies for analyzing clearance, moving us toward a more comprehensive understanding of clearance. We leverage victimization data sourced from the National Crime Victimization Survey (NCVS) to better understand victim perceptions of case clearance patterns and trends; juxtapose insights gained from these data with those derived from the Uniform Crime Reports (UCR); and use a novel Arrest Rate Index to show that understanding clearance will likely require an acknowledgement of changes to the operational standards for making arrests.
