Evidence-Based Justice: Advancing Cold Case Overdose Investigations Through Data-Driven Strategies and Collaboration

Abstract

The opioid crisis continues to claim countless lives, leaving many overdose cases unsolved. In response, the Hamilton County Heroin Task Force (HCTF) established a Cold Case Unit dedicated to investigating fatal overdoses, holding perpetrators accountable, and supporting affected families. This presentation outlines the unit’s mission, goals, and operational framework, including the creation of a first-of-its-kind county-wide unsolved fatal overdose database, collaboration with law enforcement, and integration of data analysis from the University of Cincinnati. With a clear investigative protocol, the unit prioritizes family support, evidence-based practices, and identifying intervention points to prevent future deaths. Emphasizing the role of evidence, collaboration, and community resources, the Cold Case Unit strives to bring justice and closure to those impacted by the opioid crisis. This presentation will highlight the unit’s progress, methodology, and commitment to improving investigations while providing essential resources to families. Looking ahead, the initiative relies on data-driven solutions and sustained partnerships to reduce opioid-related fatalities across Hamilton County.
