Disability and Cybercrime in the Digital Age: A Case Study of UAE Society

Abstract

The purpose of this study is to examine the relationship between disability, crime, and the various forms of online abuse faced by persons with disabilities in the UAE society, including online identity harassment, theft, fraud, and exploitation. The study uses in-depth interviews as the primary data collection method. Based on in the framework of routine activity theory RAT (motivated offender, suitable target, absence of a capable guardian), the research highlights how persons with disabilities are increasingly targeted by cybercriminals due to barriers in digital accessibility, a lack of digital literacy, and a growing dependence on online services. The study also explores the potential role of artificial intelligence (AI) in exacerbating the vulnerability of disabled persons to cybercrime. The findings stress the urgent need for stronger legal protection, improved digital literacy initiatives, and collaborative efforts involving policymakers, law enforcement, AI developers, and disability advocacy organizations. Finally, the study provides actionable recommendations to reduce the risk of cybercrime for persons with disabilities within the UAE society.
