Learning from an Implementation and Outcome Evaluation of a National Victim Helpline

Abstract

Since 2023, the Urban Institute has been conducting a rigorous implementation and outcome evaluation of the VictimConnect Resource Center, which is the only national helpline serving victims of all crimes. Run by the National Center for Victims of Crime (NCVC), it provides relevant referrals, information, and emotional support through anonymous calls, chats, and texts. In this presentation, the research team will share an overview of the evaluation methods, including a longitudinal survey of visitors and non-visitors, and partnership with NCVC. The presenters will then share findings on the strengths and challenges of its operations and how effective it is at meeting the needs of victims, with a particular focus on the outcome evaluation results from the visitors’ survey. Attendees will also learn how NCVC has applied the findings from this evaluation to improve their services and the implications for other providers in the victim service field.
