Public Attitudes and Justifications on Illegal Streaming Sites in South Korea: A Content Analysis

Abstract

Although illegal streaming sites have emerged as a significant challenge in South Korea, shutting down these platforms proves difficult due to their adaptability and anonymity. This challenge calls for new public policies that are relevant and responsive to shifting public attitudes and societal values. This study explores public attitudes toward illegal streaming services and the justifications used by Korean online users to rationalize engagement in digital piracy. Using neutralization theory as a framework, the study analyzes the techniques employed to justify digital piracy. By focusing on general online users, this content analysis aims to provide a broader understanding of public perceptions, ultimately aiding in the creation of effective policies to combat digital piracy.
