The authors examine 10 years of participant data from the Hartford Best Chance Reentry Training program. Participant data were matched againstcourt records, to determine recidivism and desistance, and unemployment insurance wage records, to determine employment, retention in employment, and wage progression. These data were also used to estimate a cumulative return on investment for the program for the 10-year period. The measurement approaches for each type of outcome are discussed in detail, and the outcomes (low recidivism, encouraging desistance, and employment and wage patterns (high initial rates of employment, with substantial job loss over time, coupled with moderate wage progression (especially in certain industry sectors) are reported and analyzed. A considerable cumulative return on investment (at least 12 dollars for every dollar spent) is demonstrated.
