Developmental and Prevention Frameworks for Addressing Problematic and Illegal Sexual Behaviors in Youth: A Multi-State Investigation

Abstract

This presentation explores the intersection of developmental science and public health frameworks in addressing problematic sexual behaviors and illegal sexual behaviors in youth. Despite the juvenile justice system's foundational philosophy of rehabilitation, recent trends have complicated the balance between rehabilitation, due process, and crime control. This challenge is particularly evident in the treatment of youth with problematic or illegal sexual behaviors, populations whose needs are often challenging to address within existing systems. Drawing on advances in adolescent developmental science, the current study includes a two-phased research approach to examine the extent to which current policies and practices for PSB and ISB youth are developmentally informed. Phase 1 involves a national scan of state policies and practices, while Phase 2 gathers insights through group interviews with multidisciplinary teams working with these youth. Key areas of investigation include legislative frameworks, guiding philosophies, assessment and treatment practices, training, supervision, and the role of restorative justice and primary prevention strategies. Findings will illuminate barriers and facilitators to the adoption of developmentally informed practices, with an emphasis on improving the care and management of youth with problematic or illegal sexual behaviors.
