Juvenile Justice, School, and the COVID-19 Pandemic

Abstract

The juvenile justice system in Hawaiʻi has had some significant breakthroughs since 2017. For example, in July 2022 it was reported that there were no girls in juvenile detention in Hawaiʻi. Through analysis of media reports, public data, and interviews with community stakeholders in Hawaiʻi, this paper addresses recent developments in schools and the juvenile justice system in Hawaiʻi. This includes how schools and the juvenile justice system responded to the COVID-19 pandemic and how the pandemic impacted services available to youth in Hawaiʻi, such as various juvenile justice programs available for youth on probation. Findings and further research are discussed.
