The second paper in this thematic panel evaluates the impact of the Neighborhood Policing Plans (NPP) pilot program on crime in the study’s first pilot site in South Baltimore. This paper uses a quasi-experimental design to compare crime trends in the intervention area with those across the rest of the city. This allows for assessment of the effectiveness of the NPP at reducing crime both within the neighborhood and in comparison to trends across the city, aiming to separate out the effects of the NPP versus other initiatives and/or natural changes in crime.
