Applying Fragile State Theory and Conflict Sensitive Evaluation Practices in the U.S.

Abstract

This paper will describe a proposed study that seeks to contribute to fragile state and conflict sensitivity research by investigating 1) if the fragile states methodology can offer a sustainable means for communities to increase the effectiveness and legitimacy of their political, economic, justice, educational, and social systems, while reducing disparate treatment of under-represented and/or under-resourced communities, increasing their well-being, and reducing the violence at the hands of the state and each other, and 2) whether using a conflict sensitive lens when designing and evaluating social programming to reduce violence in the United States improves responsivity to programming and strengthens explanations of outcomes.
