Electronic monitoring is a widely used sanction of pre-trial release or post-trial conviction for those deemed fit to serve their sentences under community supervision. Implemented as a sanction that is less punitive than jail or prison, but still effective, electronic monitoring is thought to reduce the likelihood of recidivism through deterrence and real-time supervision. In this study, we determine if electronic monitoring is being implemented as intended in Nebraska and its impact on absconding and recidivism. Findings from this provide recommendations for electronic monitoring policy and practices.
