This presentation examines the development and validation of the Good Citizenship Inventory (GCI), an innovative correctional assessment instrument created by Prison Fellowship researchers through a comprehensive multi-state, multi-year, multi-phase project. In contrast to traditional models that focus on criminogenic risk factors and deficit reduction, the GCI operationalizes Prison Fellowship's "Good Citizenship Model," framing inmate transformation through the cultivation of core values and character development. The research yielded a structured, efficient questionnaire that quantifies five key value domains: Community, Affirmation, Productivity, Restoration, and Responsibility/Integrity. These domains form a cohesive framework supporting positive identity formation, meaningful engagement, and holistic wellness—extending well beyond conventional recidivism reduction goals. The presentation will detail the instrument's methodical development, robust psychometric properties including reliability and validity evidence, and practical implementation within Prison Fellowship's Academy Program currently operating across numerous states. The GCI marks a significant shift from semi-structured interviews focused on criminogenic need areas checklists, offering instead a positive, strengths-based approach that prioritizes human flourishing. While specifically designed for Prison Fellowship programs, the GCI holds promising applications across diverse criminal justice interventions seeking alternatives to deficit-focused approaches.
