Significant gaps remain in fully addressing the needs of survivors of human trafficking within Florida. These gaps are evident in prevention, education, and response efforts. Law enforcement (LE) agencies play crucial roles in identifying and assisting HT victims, often being the first point of contact. However, LE's identification rates remain low due to victims' reluctance to report and the complexity of HT investigations. Through participatory action research, collaboration with diverse law enforcement agencies to address these gaps in a victim-focused manner is explored. Qualitative data from participant observation and semi-structured interviews with LE who play a role in HT investigations is shared. The impact of collaboration with LE has led to a preliminary understanding of their pain points, and the development of a victim response model, enhancing support for HT survivors and improving LE’s ability to combat trafficking.
