Police agencies could be held responsible or liable where faulty or broad policies about the appropriate use of conducted energy weapons (CEWs) like tasers and stun guns or failure to train officers adequately lead to constitutional rights violations of those within the United States. This paper analyzes federal appellate court cases that deal with municipal liability for the use of tasers and suggests policies for agencies with regard to taser and stun-gun use and how these can reduce liability.
