Are terrorism prevention programs effective? How are terrorism prevention programs evaluated or assessed? What improvements should be implemented to increase the effectiveness of terrorism prevention programs? How do we improve their evaluation or assessment? These are key questions being addressed in this paper. Even though there are multiple examples of terrorism prevention programs, the question of their effectiveness definitely needs more research and more empirical data. It makes little sense to continue implementing such programs when we are not sure what we actually accomplish. These issues are conceptually linked to the more broad topic of to what extent terrorism is preventable at all.
