Disrupting Stability: Assessing Foreign-Linked Attacks on Critical Infrastructure in Europe

Abstract

This study investigates potential attacks on critical infrastructure hubs in Europe, allegedly orchestrated by foreign attackers aiming to disrupt essential services and undermine political stability. With increasing geopolitical tensions and hybrid threats, infrastructure hubs such as energy grids, communication networks, and transportation systems are increasingly at risk. The research aims to analyze attack patterns, identify vulnerabilities, and explore possible preventive and mitigating measures. Utilizing a mixed-methods approach, the study combines qualitative analysis of threat intelligence reports, case studies of previous incidents, and interviews with security experts. The findings include identifying common tactics, techniques, and procedures (TTPs) employed by attackers, assessing the effectiveness of current protective measures, and providing policy recommendations to enhance resilience against such threats. This research contributes to the broader understanding of state-sponsored cyber and hybrid attacks and proposes strategic countermeasures aimed at safeguarding Europe's critical infrastructure against foreign interference.
