Precision Immobilization Techniques (PIT) maneuvers have been an important tool used by law enforcement to stop suspects who are fleeing the police. While these tactics can be effective to stop people who are a danger to the public, too often they cause unnecessary deaths of around a hundred innocent bystanders annually and hundreds more suspects who are generally fleeing from a nonviolent crime or traffic violation. This research will compare states like Washington, where reforms have led to restrictive chase policies that significantly reduce deaths (estimated reduction of 80%), and other states such as Arkansas and Oklahoma who have significantly above average per capita deaths related to PIT maneuvers, as they permit policies that allow for PIT maneuvers against any fleeing driver. This is a very costly police strategy that costs taxpayers millions of dollars each year without proof that deterrence or crime is improved. The research will provide policy recommendations that can lead to a reduction in cost, an increase in public safety, and the safety of law enforcement officers by reducing PIT maneuvers.
