Abstract/Description

Victim and perpetrator services play a crucial role in ensuring public safety. They support people in the aftermath of a crime and prevent further victimization through education, training, legal assistance, court advocacy, perpetrator programming, and policy reform. These services encompass a wide range of support, including crisis hotlines, financial assistance, emergency and transitional shelter, crisis intervention, and therapeutic care such as psychotherapy and support groups. This thematic panel will present findings from three studies conducted by the Urban Institute, all centering on victim and perpetrator services. One study conducted a multisite validation of a human trafficking screening tool designed to improve recognition and detection of labor and sex trafficking, to be used by law enforcement officers and victim advocates. The second study conducted a national survey of 285 abusive partner intervention programs (APIPs) and presents findings of the most typical curricula that are used, special populations that are served by APIPs, and the types of evidence-based practices that are integrated into programming. The third study was a rigorous implementation and outcome evaluation of the VictimConnect Resource Center, which is the only national helpline serving victims of all crimes. Stakeholder engagement and practical results of findings will be discussed across studies.
