Abstract/Description

Georgetown Law’s Center for Innovations in Community Safety (CICS) is advancing community safety through interdisciplinary research, policy development, and community-driven solutions. This panel explores the intersection of within-systems change and transformative justice to reduce harm and reliance on traditional policing. The five studies presented examine officer and institutional behavior change, participatory policy-making, and alternative response models. Specifically, the papers address 1) law enforcement perceptions of peer intervention training, 2) the effectiveness of training in shaping police behavior, 3) participatory policy development for policing in hospital settings, 4) hospital-based training to manage law enforcement presence in emergency departments, and 5) alternative first response models. Together, these studies demonstrate the importance of integrating diverse approaches— reform, community engagement, and non-police crisis response—to create sustainable public safety solutions.
