This panel uses data from a seven-wave, repeated cross-sectional survey of Russian elites conducted between 1993 and 2016 to shed light on crucial questions related to the foreign policy and domestic politics of Putin’s Russia. Two papers explore elite attitudes on issues of nationalism, threat perceptions, national identity, and imperialism. The third paper uses survey data to explore the ways in which elite attitudes toward the electoral process have changed since authoritarianism has been consolidated in Russia.
