Abstract

The paper is focused on the analysis of evacuation of labor resources of the USSR during the war years 1941-1945. Due to the hurried nature of the evacuation of most industrial enterprises during the war, the process of placing evacuated workers and setting up production was challenging. There was a severe shortage of material and human resources, and the absence of an established management system. As a result, management practices combined coercive measures with appeals to patriotism.
