A growing scholarship has stressed a major shift in Soviet policing after the death of Stalin: from mass repression to mass surveillance and “prophylaxis.” This paper instead is interested in what the KGB continued to prosecute. Based on qualitative and quantitative research on Latvia and Ukraine, this paper gives a first overview of hypotheses and preliminary findings.
