This paper analyzes the national citizenship projects of the Baltic states in comparative perspective. With significant proportions of the population emigrating since 1990, in combination with natural population decline, the governments of the region have implemented a variety of institutional innovations. We observe emerging typologies for managing a social contract in flux, as these societies seek to balance the electoral demands of an ageing population and the need to invest in providing opportunities for youthful populations.
