People's Poland was one of the few countries of the Eastern Bloc that retained individual ownership of the means of production. Official communist propaganda despised self-employed people. They were called privateers (prywaciarzami).
The Act of December 23, 1988 on economic activity released the entrepreneurship in Polish society that was suppressed during the People's Republic of Poland and created the possibility of transforming private individuals (prywaciarzy) into entrepreneurs.
