Like other socialist states, Yugoslavia sought to organize economic activity, investment, and social goods rationally using spatial and economic planning. This planning took place at various scales – national, republican, regional, and local. This paper examines the implications of these different scales of planning for the development of the port-city of Rijeka, with a focus on the regional plan for the Kvarner (1960) and the masterplan for Rijeka (1962).
