Deciphering the Hesitancy Towards the War: Baltic Russophones and Russia’s Full-Scale Invasion of Ukraine

This paper aims to explore the phenomenon of hesitancy among Latvian and Estonian Russian-speakers in taking sides regarding Russia's invasion of Ukraine. It suggests that this hesitancy stems not from a desire to conceal true ideological positions but from an inability to position themselves and define new symbolic boundaries. The analysis is based on representative surveys conducted in 2022 and 2023.
