Abstract

This paper delves into the multifaceted efforts aimed at rebuilding and rejuvenating Ukraine during and after the Russian war against Ukraine. The main research question is whether there is one unified model for Ukrainian reconstruction that should be developed by the government based on the stakeholders’ proposals. This study is grounded in observations made during participation in the Ukraine Recovery Conferences in Lugano in 2022 (in person), London in 2023 (remotely), and Berlin (2024) as well as insights gleaned from active involvement in civil society deliberations from the spring of 2023 till mid-2024.
