The paper looks into a variety of group-based designs emerging within the context of interwar national minority activism in Europe, particularly the European Nationalities Congress. Discussing ideological ambiguities linked to them, it devotes special attention to the possible links between group rights and cultural, linguistic or political emancipation, as well as the complex and potentially conflicting relationship between group liberation and individual liberty.
