The theme of the panel is the establishment of a Polish state and one of the Baltic states (Estonia) following World War I. The papers focus on both political factors: the politics of the Estonian Social Democratic Party and Polish politics towad Ukrainian nationalism in Galicia/Volhynia,and military factors: the military capability of the Polish army. These political and military factors will be compared in their effectiveness to the challenge emananating from the newly created Soviet state.
