The paper will discuss the impact of the CPSU's Third Program, which was adopted at its 22nd Congress, on the USSR's agitation and propaganda apparatus. The congress's directives, which declared that the USSR was nearing the end of its communist development, fundamentally altered the character of Soviet visual agitation. The infrastructure and technique of agitation work were also impacted, in addition to the political education system. Communism evolved from an utopian concept to a new reality. All Soviet citizens, not just party members who attend political education institutions, were now expected to recognize communism in Soviet daily life.
