This paper examines a series of international congresses that took place between 1976 and 1989: the so-called Meetings of the Heads of Culture Departments of the Central Committees of Communist and Workers' Parties of Socialist Countries. Bringing together leading cultural officials from across the Eastern Bloc, but also from allied states such as Mongolia and Vietnam, the Meetings showcased dreams of a global socialist culture - as well as its shortcomings.
