The study uses a network-based approach to examine how oligarchs in Ukraine influence policymaking by promoting legislators connected to them through interpersonal ties. Analyzing nearly 1,000 legislators across two parliamentary convocations (2014–2024), it reveals how these hidden networks enable the adoption of policies that serve oligarchs’ economic interests. The study offers new insights into state capture, money in politics, and legislative influence in developing democracies.
