The paper analyzes Ukraine’s strategies for countering Russian information warfare, focusing on how state institutions, civil society, and local communities build resilience against disinformation and narrative manipulation. Using case studies, it develops a framework for assessing information resilience in hybrid warfare contexts. The findings offer practical insights for strengthening democratic defenses against autocratic information threats.
