The study examines the link between the Euromaidan protests and Ukraine’s decentralization reform, arguing that communities with stronger protest legacies adopted reforms earlier due to higher civic engagement. It suggests that experiential learning from protests equipped local residents with practical skills in participatory democracy. The findings highlight the crucial role of civic engagement in driving voluntary institutional change.
