This paper seeks to examine the Bolshevik occupation of Riga and its effects during the 1919 Latvian War of Independence. This paper argues the Bolshevik occupation government failed to sustain a manageable military government in a critical Baltic port city due to erroneous old Tsarist occupation patterns and war communism policies.
