Many public services in Ukraine are provided primarily at the local level in large part because of administrative and decentralization reforms that began in 2014 (Brik et al. 2023, Rabinovych and Darkovuch 2022, Romanova 2022). How and why do individuals assess the local provision of public services in wartime Ukraine? Using original survey evidence from December 2024, I examine a variety of factors that shape public opinion about the provision of public services like infrastructure maintenance and repair, healthcare, and education at the local level.
