This paper examines how relations between the Soviet Union and Cuba changed from the early 1960s to the end of the Cold War. It shows how Soviet priorities in Latin America shifted over time, from enthusiastic support for the Cuban Revolution to a more pragmatic approach under later Soviet leaders. By tracing these changes, the paper reveals how global Cold War strategy, economic concerns, and ideological tensions shaped the Soviet-Cuban partnership.
