In Russia, non-governmental organizations (NGOs) rely heavily on government funding, particularly through presidential grants that support social, cultural, and scientific initiatives. However, during times of crisis, funding dynamics of memory-related issues shift, influencing both state priorities and the strategies of grant-seeking organizations. By analyzing grant applications and distribution patterns, this study examines how the government structurally promotes mnemonic policies, shaping collective memory through grant allocations.
