“Russia continues to try to leverage corruption, penetration of public-prosecutor offices and security services, and other means to punish or destabilize Bulgaria” (Deni and Aronsson 2024, 84). This interference in the formulation, adoption, implementation, and legitimation of policies within the framework of the so-called rules based international order constitutes corruption. Moscow’s subversion corrupts the rule of law, and it corrupts the implementation of the universal legal human rights obligations of these states that are liberal democracies.
