Session Submission Type: Roundtable
In this session, multi-disciplinary experts will discuss the evolution of civil-military relations in Ukraine since Russia’s full-scale invasion in 2022. In particular, the session will focus on the changes in civilian-military cooperation (or lack thereof) in the run up to occupation of certain Ukrainian territories (2022-2024) and following their liberation in 2022. Additionally, the session will address the degree to which civilian support to the Armed Forces of Ukraine was a spontaneous self-mobilisation or an integrated and planned response, as well as analyze the involvement of Ukraine’s business elites in the formation and sustainment of military units. The session will also discuss changes in the Ukrainian intelligence services since the full-scale invasion, and how the Ukrainian military has adapted, innovated, endured, and, sometimes, prevailed, in the face of a numerically and technologically superior adversary.
