An Empty Promise? Revisiting the Cooling Out Function of Community Colleges in the Context of the Promise Movement

Abstract

One explanation for the low success rates in community colleges is Burton Clark’s “cooling out function.” Yet we do not know how experiencing a “cool out” in degree expectations is or is not offset by free tuition, a hallmark of the Promise movement. The current study addresses this gap.
