A Difference-in-Differences Analysis of PBF 2.0 Policy Impacts on State Expenditures to Public Higher Education

Abstract
This study examines whether PBF 2.0 policies have resulted in changes to public higher education funding for all public institutions in the state. Using a quasi-experimental design, difference-in-difference, I compare differences in state spending on public higher education before and after PBF 2.0 policy adoption.
