Public Access to Government Funded Research in the United States: A Policy Evaluation from a Higher Education Perspective

Abstract

This analysis uses a decision-theoretic evaluation approach to assess the policy mandating public access to federally funded research, including an examination of the environment, the economics of publishing, the globalization of higher education, and the rapid growth of the open access movement. Policy alternatives are considered and recommendations are presented.
