Governors and Higher Education: Investigating Their Role in the Statewide College Completion Policy Process

Sat, November 11, 10:30 to 11:45am, Marriott Marquis Houston, Floor: Third, Clear Lake B

Abstract

We conduct a comparative case study investigating the governor’s role in shaping the college completion policy process in Georgia, North Carolina, and Tennessee. Findings suggest that, while governors have influenced a state’s actions around this policy initiative, several factors mitigate the extent of their control over the agenda.
