Performance-based funding: Differential effects by institutional characteristics

Abstract

This study evaluates Ohio’s performance-based funding 2.0 policy and compares the effect of the policy to Kentucky and Michigan. Preliminary findings suggest that the policy influenced community colleges to under produce associate’s degrees after the policy was implemented. Results also suggest that colleges with certain characteristics may drive these findings.
