This paper assembles the theoretical and empirical literature on equity and transfer, using the equity focused “transfer culture” frame (see, for example, Jain, Herrera, Bernal & Solorzano, 2011) to interrogate transfer policies and practices at institutions in the High Performing Transfer Partnership study. She builds from this work to argue for the use of the concept of an equity focused “transfer culture” to move researchers and reformers toward institutional changes that take their students’ multiple and varied contexts into account in their creation of transfer and completion solutions.
