Abstract
What happens when higher education is no free? Which students are most adversely affected? The purpose of this quasi-experimental study is to illuminate how the new cost-sharing policy has influenced student enrollment patterns at the University of the West Indies Cave Hill campus in Barbados since its implementation in 2014.
